Student Fee Payment and Refund Information
Effective:  Fall 2002

Summary of Changes

  • New CSU fee refund rules have been established effective Fall 2002.  
    Please select the links below for additional information:

  • To receive a 100% refund of registration fees, students must withdraw from the University before the beginning of the semester.  After this point refunds are prorated, beginning with the first day of the semester and up to the 60% point of the semester.  (Previously, students could withdraw up to 14 working days into the semester and receive a 100% refund.)

  • Require all students who register prior to the beginning of a semester to pay their fees prior to the beginning of the semester. 

  • Require all students who late register to pay their fees at the time of registration for classes.

  • Disenrollment would only occur prior to the first day of instruction.

Reasons for Changes

  • If the campus continues to permit students to begin the semester without paying for classes in which they have registered, such students will have an unfair financial advantage compared to those students who registered and paid before the semester begins.

  • In addition, students who late register but do not pay for their classes by the end of the late registration period will have an unfair financial advantage compared to those students who late register, pay for their classes, and withdraw.

  • In order to eliminate the unfair advantage that non-paying students would enjoy over paying students beginning with Fall Semester 2002, changes are needed to the timeline for payment of fees.  

Advantages of Changes

  • Class rosters as of the beginning of the semester will accurately reflect only those students whose registration has been confirmed via payment. 

  • Seats will open up in classes for paying students prior to the beginning of the semester.

  • Subsequent additions to class rosters will similarly include only students who will not be disenrolled later on.

  • It will be to the financial advantage of students who have stopped attending classes to officially withdraw from the University.  (Those students who “unofficially withdraw” will receive no refund of fees paid; those who do withdraw will receive at least some refund up to the 60 percent point of the semester.)

  • The University will have accurate information at its disposal from the beginning of the semester onward regarding total headcount and FTES.

  • There will no longer be a need for a “reinstatement” process. Those students who are disenrolled prior to the beginning of a semester would late register to get back into classes.

Effects of Changes

  • As an example for the Fall semester, students who register after July would need to pay their fees 16 days earlier than in previous semesters. (Approximately 4 days before the start of the semester.)

  • Any student that registers within 2 weeks of the start of the semester would not receive a bill.

  • Students might wait until later in the late registration period to add their classes, since they would have to pay for them at the same time. 

NOTES:

  • Students still have the option to pay their fees using an installment plan.

  • Financial Aid Students would not be affected by the proposed changes.
