Environmental Impact Report

To:              All Interested Persons and Agencies

Subject:     The Board of Trustees of the California State University will be the lead agency under the
                  California Environmental Quality Act (CEQA) for the preparation of an Environmental Impact 
                  Report (EIR) for the National Training Center project. 

The purpose of this Notice of Preparation (NOP) is to request input from agencies, organizations and individuals on the scope of the environmental analysis and the alternatives to be included in the environmental document.  The lead agency is requesting comments from public agencies on the scope and content of the environmental information which is germane to each agency’s statutory responsibilities in connection with the proposed project.  Responsible Agencies as defined by CEQA Guidelines (Section 15381) will need to use the EIR prepared for this project when considering permits or other approvals for the project.  The lead agency is also requesting the views of organizations and interested individuals on the scope and content of the environmental document.

Since the lead agency has determined that an EIR is the appropriate level of environmental review for the proposed project, the preparation of an Initial Study is not necessary.  All environmental topics included in the CEQA Checklist will be addressed in the EIR.  Thus, the environmental review process can begin without the preparation of an Initial Study. 

Project Description:  If fully developed, the National Training Center would provide a world-class sports complex with state-of-the-art venues for top professional events in soccer, tennis, track and field, and cycling, and may serve as a primary training center for top amateur and professional athletes among numerous sports, such as soccer, tennis, track and field, cycling, basketball, volleyball, etc.  It may also serve as home for various sports federations and their national and Olympic teams.  Camps and clinics for boys and girls youth development, including local, regional and national programs, may also be established.  The National Training Center would encompass a National Soccer Academy for top professional and amateur athletes and coaches, providing a home to Major League Soccer’s Los Angeles Galaxy and the new Women’s United Soccer Association (WUSA) team, putting soccer at the forefront of Southern California sports.  A new tennis stadium is also proposed which may be anchored by major tennis tournaments and a tennis academy.   Many of the project components depend on a successful bid to the USSF for the National Soccer Academy and successful negotiations with the local tennis tournaments. If fully constructed, it will also provide substantial upgrades to existing University sports facilities.

The National Training Center consists of several major components.  The primary project would be located on approximately 85 acres of property in the western portion of California State University, Dominguez Hills, in Carson, California, near the intersection of Victoria Street and Avalon Boulevard. On this site, two adjacent stadiums would be constructed along with associated support facilities and parking.  One stadium would serve as the home of the Galaxy, Los Angeles’ Major League Soccer team, as well as a women’s professional franchise, and would have permanent seating for approximately 20,000 people, expandable to 27,000.  Proposed facilities may also include a new home for the United States Soccer Federation (USSF) with numerous new fields and training areas, as well as lockers, coaching, administrative support, and athlete housing.  The other proposed stadium would serve major tennis tournaments and would have permanent seating for approximately 8,000 people, expandable to 13,000, and might include 18 new tennis courts. 

An additional 40-acre area may be included within the project. In that location, the primary activity would be providing upgrades to, and the relocation of existing University facilities such as soccer fields, tennis courts, rebuilt track and field facilities, as well as rebuilt baseball and softball fields, and a relocated velodrome to replace the existing facility.  If constructed, this portion of the complex would also include support facilities, a sports medicine/therapy center, upgraded gymnasium and other facilities, and a jogging trail.  These facilities would be programmed for ongoing university and community use.  The site would be developed with lighted parking areas and landscaped plazas, roadways and perimeter landscape to buffer nearby residences.  Please see Attachment A for an Area Map and Attachment B for a Conceptual Site Plan. 

In addition to the above improvements, up to three lighted signs may be included as a part of the project.  These would be located along local freeways and/or major streets. 

Areas of Potential Impact:  Although all environmental impact categories (as listed in the CEQA checklist) will be evaluated in the EIR, it is anticipated that areas of potentially significant effect may include:  Air Quality, Noise, Traffic, Parking, Neighborhood Effects, Public Safety, Light and Glare, Cultural Resources, Visual and Construction Effects.
