Title: Prison Reform Requires Changes in Authority
Abstract: If the prison system is to change its mission from punishment to rehabilitation the authority structure of both the prison organization and the prisoner population will need to change as well. The role of the social workers will be critical to this end.

Title: The Effect of Cultural Diversity on the Design of a Telemedicine System in Tanzania
Abstract: The designers of a telemedicine system must be cognizant of existing patterns of social organization and the likely effect the introduction of new technology will have on those pattrns if they wish to succeed. While many cultural frameworks focus on variables that cultures possess or that people bring to the organization, this study employs scenarios as a methodology for understanding the process by which people create shared systems of meaning. The scenarios provide a rich and dynamic picture of the context in which individuals within the Tanzanian culture enact their "reality" and make health-care decisions within the multi-level health-care system. The scenarios debunk the conventional wisdom about telemedicine and show that creating new forms of organization is very much a challenge of cultural evolution. The design team needs to include a broader base of stakeholders such as villagers, including elders and healers, Tanzanian doctors and nurses, health care professionals from developed countries, ICT professionals, consultants and academic researchers. The recurrent interaction among the members of this group will lead to the emergence of a collective mindset from which an appropriate telemedicine system can be developed and implemented. In our view, this process is crucial to the success of telemedicine in Tanzania. Rather than persuading themselves that they are doing the right thing, each of the participants needs to ask, "What impact are we having on the social construction of reality in this organization?" and "What can I do to have a different and more positive impact?"
