Khanh is a graduate of CSU, Long Beach in 1988 with a Bachelor of Science Degree in Accounting. He has over sixteen years of work experience in accounting, budget, finance, payroll, personnel, systems and administration with the California State University System.

Prior to working as the Financial Manager for the College of Natural and Behavioral Sciences he was the Financial Manager for College of Education (COE) at CSUDH for two years. In COE he supervised 13 employees and was responsible for the overall management of fiscal and personnel services for the College, which include Accounting, Budget, Financial Systems, Personnel and Payrolls.

Prior to returning to CSU, Dominguez Hills, he was the Director of Budget and Finance for Extended Education at CSU, Fullerton for two years. At CSU, Fullerton he administered the Budget and Accounting operations for Extended Education. Previous to CSU, Fullerton, he was the Fiscal & Administrative Officer for Academic Affairs at CSU, Dominguez Hills for four years and was a staff member at CSU, Long Beach for eight years. At CSU, Long Beach he served as Financial Systems Technician, Revolving Fund & Self Support Operations Supervisor, Acting Accounts Payable Manager, and later, as the Senior Financial Analyst. In these capacities, he supervised as many as eight employees simultaneously, each of whom performed a variety of functions including accounts payable, independent operations, travels, payroll and financial systems. As a Senior Financial Analyst, he worked closely with the Budget Office and the Fiscal Managers on campus in order to analyze, prepare and publish the University's Quarterly Financial reports.


At Dominguez Hills he was primarily involved with the development and administration of the Academic Affairs annual budget. During his previous service at CSUDH, he streamlined and automated the budget process by developing a master database to facilitate budgets and financial management for all Academic Affairs colleges and departments. He also developed many policies and procedures that helped facilitate the budget process for Academic Affairs.
