The reading does emphasize the inordinate cost of suing the corporation, and the difficulty that private individuals have in affording private attorneys to pursue civil tort suits. The problem with answer A is that it suggests that the problem could be solved just by having the State prosecute instead of the private individual. In actuality, the corporate/state bond which led to adequate power to protect corporations from having their crimes declared crimes is still a pretty strong bond, and would not be so readily dissolved.
Be on guard whenever someone suggests that the solution to a long term social problem is easily solved. Most social problems are complex, and solutions not so simple.
