"Fair use" encouraged.
This essay is based on Eric Lichtblau's Ashcroft Limiting Prosecutors' Use of Plea Bargains in the NY Times on Tuesday, September 23, 2003. At p. A 1. BackupLook particularly at "accountability" as the Justice Department is using it. Who is to be accountable to whom and for what?
Note the reference to Supreme Court murmurings on this issue.
What does Ashcroft mean by his reference to "transparency?" Consider Enron, and recent political scandals where it would have taken highly expert sleuths to uncover the wrongdoing. Does Aschcroft's use of "transparency" fit the current vogue of the term?
