About ETP 

    In 1982 the State of California, in an attempt to keep firms in the state up to the challenge of out of state competition formed the ETP (Employment Training Panel). ETP is funded from employer contributions that all employers make to the unemployment fund on behalf of their employees. The amount of funding that one subsequently receives is only limited by the funds in the pool - approximately $100 million per year.

    CSUDH is currently funded to offer training to employees of firms located in California. To participate in the program the state needs to verify your tax I.D. number, address etc. You will need to fill out a qualifier form - it will take about 10 minutes to complete.

    By seeking the funding directly, CSUDH is the contractor, there is no contract between you and the state and thankfully, no paperwork needed on your part! Your sole obligation under this program is that once you have signed up an individual to take training, the individual must complete the training or you are liable; if you decide after sending in the form that the training is not in your interest then there are no penalties to withdraw from the program.

    The best part of the training opportunity under this program is that all of the training will be free; all your full-time employees for whom you are currently paying California State unemployment taxes for are eligible.

    The delivery of training is flexible. Training can take any form as long as it is related to the increased viability of your firm, and is conducted on-site. You determine what training you want and it is the job of CSUDH to arrange delivery.

    Once your firm has participated in the program you can point to the direct savings in costs as a contribution to the firm's bottom line!

    To participate in the program the state needs to verify your tax I.D. number, address etc. You will need to fill out a two-page qualifier form.  Please print and fill out this form.  It will take about 10 minutes to complete.
