Glen Browder

Glen Browder Glen Browder is the author of The Future of American Democracy: A Former Congressman's Unconventional Analysis of America's Great Experiment (University Press of America, 2002). He also is Eminent Scholar in American Democracy at Jacksonville State University (Alabama), and since 1997, he has been a Distinguished Visiting Professor in the Department of National Security Affairs at the Naval Postgraduate School (NPS). He is currently teaching a "Seminar on the Relationship Between Congress and the Department of Defense" and participating in a variety of activities related to Congress and Congressional - Pentagon relations.

Browder served four terms as a United States Congressman from Alabama (1989-97). In Congress, he was a Member of National Security Committee (Readiness Subcommittee, Military Installations Subcommittee and Morale, Welfare and Recreation Panel); Chairman of Depot Caucus; Founder and Chairman of Fairness Network (base closures); Chairman of Special Inquiry into International Chemical-Biological Weapons Threat, especially active on issues such as chemical-biological warfare and defense infrastructure; a Member of the Budget Committee, actively involved in balanced budget issues. He was also a Founding Member of the "Blue Dog" Coalition and a leader in congressional reform efforts.

Previously, he served as Alabama Secretary of State (1987-89), becoming a leader in the passage of Alabama Fair Campaign Practices Act. Also, he was in the Alabama House of Representatives (1982-86).

Dr. Browder has participated in a variety of international programs sponsored by such institutions as NPS's Center for Civil Military Relations, the George C. Marshall European Center for Security Studies, and Global Green USA.

His recent publications include The Future of American Democracy: "Congress and the Pentagon: Civil-Military Relations for a New Millennium," in Inside the House: Former Members Reveal How Congress Really Works (Former Member of Congress Association and University Press of America, 2001); "Lessons from the American Experience in Chemical Weapons Destruction," in A Public Forum: Russian Problems in Implementation of the Chemical Weapons Convention (Rakus Publishers, 2001); and "A Toxic Legacy," The Moscow Times (August 13, 2001) and The St. Petersburg Times (August 24, 2001).

Dr. Browder was born in Sumter, South Carolina, and is a resident of Jacksonville, Alabama. He attended Presbyterian College (B.A. in History) and Emory University (M.A. and Ph.D. in Political Science.).
