Satisfactory Academic Progress (SAP) Policy for Financial Aid Recipient

CSUDH is required by federal law to establish, publish and apply reasonable standards for measuring whether a student is maintaining satisfactory academic progress toward a degree objective, and to ensure progress toward the degree for all periods of enrollment, whether or not the student has received financial aid.
     
CSUDH Minimum Earned Units  
Students are expected to complete the number of units for which they are funded each semester (see chart, p. 9). The Financial Aid Office monitors units completed at the end of each semester and determines if the student: 1) has made academic progress; 2) will be placed on probation for one semester; or 3) will be disqualified from receiving financial aid (see chart, p. 9).
     
Probation    
Students placed on probation may receive financial aid for the next semester of enrollment. However, they must meet certain requirements during the probationary semester or become immediately disqualified for further aid.
     
Removal from Probation    
During the next semester in which the student enrolls at CSUDH for 6 or more units, full-time students must complete at least 12 units, three-quarter-time students must complete at least 9 units and part-time students must complete all units attempted. Students enrolled in less than half-time do not quality for removal from probation or receipt of financial aid.
     
Disqualification    

Students will be disqualified at the end of any semester in which one of the following occurs:

  • Full-time students (12 units): complete less than 6 units attempted.
  • Three-quarter students (9units): complete less than 5 units attempted.
  • Part-time students (6 units): complete less than 50% of the units attempted.
  • Students on probation fail to meet requirements to be removed from probation
Requalification    
During the next semester in which the student enrolls in 6 or more units, full-time students must complete at least 12 units and part-time students must complete all units attempted. This work may be completed at CSUDH without aid, or at another school, as long as the courses transfer to CSUDH and are counted toward the student's degree. Students must notify the Financial Aid Office when requirements for removal from disqualification have been met at another school.
     
Grade Point Average (GPA) Requirements    
A minimum 1.5 CSUDH GPA is required for freshmen (0-29 units); a minimum 1.8 CSUDH GPA is required for sophomores (30-59 units) and at least a 2.0 GPA for junior and senior level students. Credential students must maintain at least a 2.5 GPA. Master's students are required to maintain a 3.0 GPA. Grade Point Averages are monitored annually.
     
Eligibility Limits (Unit Cap)    
Financial Aid eligibility for undergraduate students is limited to completion of the first degree or 150 semester units. Eligibility for post-baccalaureate students (including second undergraduate degree and credential) is limited to completion of the credential/degree or 45 semester units. Eligibility for graduate students is limited to completion of the degree or 50 semester units.
     
Academic Requirements    
Students are subject to the academic regulations as governed by Title V of the California Administrative Code, as outlined in the University Catalog. To be eligible for financial aid, a student must be in good standing with the University. Students must be eligible to enroll or continue enrollment as a matriculated student.

"Units Attempted" are units in which a student is enrolled by the end of late registration. Students who receive financial
aid based on concurrent enrollment will have their combined units used in applying the chart above.
     
"Units Earned" are units for which credit is received. The following grades are not considered earned:

(withdrawal)

Repeat/Cancel--Repeated courses will not be counted toward your financial aid eligibility.
Appeals
Students who are determined to be ineligible for financial aid due to lack of satisfactory academic progress may appeal this decision. An appeal of any decision concerning initial or continued financial aid funding must be submitted on a SAP Appeal Form. The steps are outlined below:
1. Complete a SAP Appeal Form. Clearly explain your circumstances; attach supporting documentation; and submit the information to the Financial Aid Office.
2. Your information will be reviewed by a Financial Aid counselor. If additional information is needed, you will be contacted.
3. The counselor will either make a decision on your request or, in certain cases, will present the request to the Financial Aid Appeal Committee.
4. You will be notified of the decision by mail. If you need to take additional action, you will be advised to do so. If you feel there were circumstances that were not reflected in the counselor or committee decision, you may request an appointment with the Associate Director of Financial Aid. You should bring with you any additional documentation that will specifically explain those pertinent issues you think should be considered. The final level of appeal is to request an appointment with the Director of Financial Aid.
   
Clearing a unit deficiency    
Students who are lacking the unit requirement for Satisfactory Academic Progress may make-up these units during the winter or summer session. If you received notification that you must make up a unit deficiency before receiving additional aid, inform the Financial Aid Office in writing that you plan to make-up the units during winter or summer session.
The units will be counted toward CSUDH Satisfactory Academic Progress as long as the units are transferable toward your degree objective. Before attending winter or summer session at another institution, you should check with the CSUDH Admissions and Records Office to make sure that the units are transferable and that you have not already reached the maximum of 70 community college transfer units.
     
Do not wait until the first day of the semester to clear a unit deficiency hold.
   
Courses taken at another institution:  
1. Order an official academic transcript from the institution in which you attended summer school to be sent to the CSUDH Admissions and Records Office.
2. Go to the CSUDH Admissions and Records Office and request that your admission record be re-evaluated with your summer academic transcript.
3. Go to the CSUDH Financial Aid Office and request a Transfer Applicability Request Form. This form will show the number of units attempted in summer school as well as the number accepted by CSUDH Admissions. Bring this form to the Financial Aid Office.
Enrollment in Winter Session Courses
Eligible students may request a Winter Financial Aid Deferment. If you have been deemed unit deficient, you are not eligible for a winter session deferment. The Extended Education Office will allow students to enroll and defer their payment pending spring 2008 financial aid. However, by using this deferment, please note that your spring 2008 financial aid will be reduced by the amount used to pay winter session fees. Also, if a student does not meet the Satisfactory Academic Progress standards, he or she will be responsible for the payment of the winter session fees from their own resources.
Enrollment in Summer Session Courses
Students interested in enrolling for Summer 2007 and would like to be considered for financial aid will be required to complete a "Request for Summer Financial Aid Form." Beginning mid-March, students may pick-up this form in the Financial Aid Office or print this form from our web site located at http://www.csudh.edu/fin_aid. Summer aid is limited to remaining eligibility from the current school year, 2006-07. All offers of summer financial aid are contingent upon students completing courses for the prior term attended.
Withdrawals/Leave of Absence
Students are required to notify the Financial Aid Office before withdrawing or when taking a leave of absence from the University. This must be done so that a student's financial aid eligibility can be re-evaluated. If you withdraw prior to the end of the semester or if you do not complete the units for which you enroll, you will be required to repay the funds received that exceed the costs required to cover your educational and related living expenses during the time you were enrolled. Any fee refunds owed to you from the university will automatically revert to the financial aid accounts(s) from which they were disbursed. If your fees were deferred by financial aid, you must officially withdraw from the University should you decide not to attend.
Refunds and Repayment
When you use financial aid to pay university fees or housing, any refundable amount (see refund policy and schedule in the Class Schedule) is returned to the appropriate financial aid sources. If you completely withdraw from school prior to the 10th week, you will be required to return all unearned aid disbursed to you as calculated by federal regulations. The repayment will be a percentage of the cash disbursed to you after paying fees. (See the Class Schedule for the repayment schedule.) Repayment of part of your financial aid does not release you from the satisfactory academic progress requirement.
Student's Rights and Responsibilities
You have the right to expect that your financial aid eligibility will be determined in an equitable manner consistent with federal regulations and university policies.
If you are eligible for aid, you have the right to be considered for those programs for which you qualify, as long as money is available.
You have the right to receive complete information about how your financial aid eligibility was determined.
You have the right to obtain full information about financial aid programs and pertinent regulations, policies and procedures.
You have the right to obtain full information about your debt burden as a result of receiving loans of varying amounts.
You have the right to receive information about monthly and total repayment options available as well as debt management strategies.
You have the right to expect that your financial records, parent's financial records, and award information are kept confidential in accordance with the Rights and Privacy Act of 1974.
You have the right to expect written notification of your financial aid offer and any adjustments to it.
Responsibilities
When you sign your Award Letter, you agree to fulfill your obligations as a financial aid recipient. Read carefully the terms of your Financial Aid Award Letter and the section you are required to complete on page 2. It is your responsibility to be aware of your obligations and rights.
It is your responsibility to report additional resources (such as other financial assistance). If the receipt of additional funds result in an "over award" (financial aid and resources exceed the cost of education) the following steps will be taken:
  • Assistance for subsequent terms in the academic year will be reduced or canceled; any excess will be considered as a resource for the following academic year, and subsequent financial aid eligibility will be reduced by that amount.
  • You may be required to repay all or a portion of a Federal SEOG or Federal Perkins Loan already received.
  • You are responsible for supplying complete and accurate information on which we base your eligibility for aid.
  • You must maintain satisfactory academic progress.
  • You must be enrolled in a degree, certificate, or other program leading to a recognized educational credential.
  • You must not be in default or owe a refund on any Title IV funds received for attendance at any institution.
  • You must not have borrowed in excess of any Title IV loan limits.
  • If you withdraw or take a leave of absence from school, you must see a Financial Aid counselor. You may be expected to repay a portion of the financial aid disbursed to you after paying university fees. (See Refunds and Repayment.)
  • If you have received Federal Perkins Loan, you must contact the Financial Aid Accounting Office in order to receive a Perkins Loan Exit Interview.
  • You are responsible for reporting any change in your status.
  • When you have signed your loan promissory note, you are responsible for paying back the loan. You are responsible for informing the Direct Loan Servicing Center or your lender of changes in your name, address, social security number, and graduation date. You must inform your loan servicer if you transfer to another school, withdraw from school, or drop below half-time in any term.
  • You are responsible for using the aid offered for educationally related expenses as defined in the student budget.
  • If you are borrowing a William D. Ford Federal Direct Loan for the first time at CSUDH, you are required to complete an Entrance Interview before the Financial Aid Office will disburse your loan.
  • If you accept a Federal Work-Study position, you are expected to perform the work in a satisfactory manner.
Reapplying for Financial Aid Each Year
In January each year, you must reapply for financial aid for the upcoming academic year. Using your Personal Identification Number (PIN), you can reapply over the Internet at http://www.fafsa.ed.gov. If you do not have a PIN, you may request one via the Internet at http://www.pin.ed.gov. If you are unable to reapply via the Internet, application materials are available for students to pick-up in the Financial Aid Office beginning in January. The priority filing deadline for the 2007/2008 academic year is March 2, 2007. It is your responsibility to apply each year.
