 I managed and administered the Safety and Occupational Health (OSH) program for highly diverse workplaces (USACE-CESPL-Geographical boundaries – CA, AZ, NV, and UT). In addition I managed the Army Health Program (Fitness). I served as the expert in safety and occupational health for the District Commander and was responsible for conducting audits, reviews as well as providing safety and occupational health expertise and advice to management and staff. I provided expert consultation and advice on OSH management issues pertaining to a variety of high-hazard and high-risk operations. I assessed matters such as overall effectiveness and efficiency; compliance with established policies, procedures, and government standards; and accomplishment of intended goals and objectives. I provided oversight of the design and execution of the District Ordnance Explosive Safety Program. I was the Districts Explosives Safety Officer. I developed a comprehensive safety and occupational health technical audit program and plans, including functional responsibilities; specific project assignments; and audit objectives and requirements for the Los Angeles District OSH Office and a staff of 5 OSH professionals. I performed comprehensive safety and occupational health technical analyses(audit/assist) of all operations in situations where decisions are complicated by the diversity of functional programs and operations, and conflicting requirements. I evaluated all submittals (Fall Protection, Scaffolding, Critical Lifts, and Accident Prevention Plans, etc.) for technical content and quality of each written document such as audit reports and supporting working papers. I directed and conducted follow-up reviews to monitor the resolution of audit recommendations. I was the District Dive Coordinator. I reviewed and approve all Dive plans submitted and safe practice manuals for dives conducted within our geographical boundary. I completed the Composite Risk Management Worksheets for all District Projects- identifying risk levels for the District Commander. In addition, I am a certified accident investigator- USC/DOD/DOA for general industries, explosives, construction and aviation incidents/accidents. I have trained the US Army Board of Investigation training for all services. I have served on several Boards of Investigation).

 I was a member of the ESC Regulatory Team- I identified, organized, and tracked federal safety and environmental rule making and pre-rule making actions of significance to DOD. I reviewed proposed legislations and regulations that would significantly change the basic character of DoD programs or the way it conducted business with other agencies or with the public or private industry. I am recognized as an authority in the development and/or interpretation of guidance on environmental, safety and occupational health planning and administration in asbestos, NESHAPS, municipal solid waste, and chemical emergency preparedness. I provided assistance to other regional and field activities of a national enforcement program (citation issued to PAC Fleet Commanding Officer for illegal disposal of Hazardous waste). I resolved this operational issue which grounded the helicopter fleet in San Diego. I made recommendations that obligate substantial DoD program resources. I was assigned to work on the DOD 5000.2-R Acquisition program for the AV-8B Harrier II Plus REMAN Program. My responsibilities included: 1) Programmatic Environmental Safety and Health Evaluation, System Safety and Health (PESHE), 2) Pollution Prevention (P2) Opportunities, 3) the Demil, Deactivation and Disposal Plan (3D), 4) NAVFLIR- Navigational Forward Looking Infrared Radar, 5) NEPA Analysis, 6) Environmental Compliance, 7) Hazardous Material Management Plan (HMMP), and 8) site evaluations and Fleet Support. I completed the work and fielding of the “Litening POD and Litening POD II” system which is deployed on the F16, F18 and AV-8B Harrier II Plus. I also worked with the Environmental Impacts of and the System Safety Evaluation of the AQS-22 (ALFS) Dipping Sonobuoy for the SH-60R Helicopter platform. I planned and implemented a waste minimization program to reduce the volume and toxicity of wastes generated by testing activities; and resolves intractable disposal problems involving chemical agents, munitions, and ordnance-related materials about which little was known. All of my outside contacts were to influence, motivate, or persuade persons or groups who are typically skeptical, resistant, or uncooperative, and who must be approached skillfully to obtain the desired effect (e.g., negotiating compliance requirements or timetables; influencing or persuading agencies/companies to agree to use new or improved technologies about which there may be conflicting opinions; representing DoD on controversial licensing/permitting requests; working with Indian tribal leaders (Strait of Juan De Fuca) to resolve or accommodate conflicting guidelines. I justified the feasibility and desirability of plans or proposals that significantly affect office and/or agency practices, such as corrective action plans or funding requirements for environmental compliance and restoration projects).  I performed systems safety audits and assisted in the completion of Material Safety Data Sheets for GFE (Government furnished/created equipment). I formulated command wide policies and provided program direction through managing the implementation of DOD, Navy, and OSHA regulations and guidelines and developing local policies, standards, and technical guidance. I became an EPA certified AHERA Instructor, Certified in Hazardous Material Categorization, and Chemical/ Biological/ Radiological Warfare. I performed Human Factors evaluations of material/equipment facilities created by the laboratory. I oversaw the safe use and operation of research projects utilizing the Pressure Vessels; Environmental Chambers (extreme cold- extreme heat); Water (ROPU) Laboratory; Soils Laboratory;-Ballistic Test Facility (ballistic research laboratory safety program involving the evaluation of high safety risk activities) I advised laboratory program officials of potential hazards and recommend control measures devised through extension of present guidelines or analysis of new safety procedures; I oversaw the safe removal of unstable chemicals/explosives for transport and detonation with county and military EOD. Radiation Laboratory and Laser Laboratory. I reviewed and approved all testing for "Safety" and "Environmental Concerns". I managed surveyed, evaluated, conducted studies, audits, and accident investigation reporting for the command. I performed audits and investigations to resolve problems and provide on-site assistance to bring operations into compliance with regulations and requirements. I prepared permit applications; performed research; prepared reports, point papers and correspondence; issued directives; and conducted briefings and training on the latest regulations, standards and criteria.

 I independently scheduled audits of laboratories, shops, and offices to identify and evaluate risk potential involving a wide variety of work environments and occupations; to eliminate or minimize human injury and property and productivity losses, caused by harmful contact incidents, through the design of effective management policies, program, or practices. I determined the extent to which mechanical and physical conditions comply with required or accepted standards, their adherence to established safety policies and procedures, and the effectiveness of the assigned program. I certified laboratories and other work environments that required assurance that specific and predetermined safeguards or practices are present prior to work beginning. I directed the investigation of accidents, analyzing precipitating factors and accident cause data in order to develop specific methods for prevention. I consulted with specialists from related occupations concerning work process modifications and recommends corrective or remedial safety measures. I prepared safety guides and internal instructions for low safety and normal safety risks encountered in an assigned area of responsibility; identified the need for higher level risk guides or instructions. I supervised the transfer of explosives from and to surface vessels and ship to shore activities. I accounted for each and every load moved and loaded. I advised senior level management officials within the assigned area on the status of the safety and occupational health programs and recommends changes in the design of work programs to meet new safety and occupational health standards. I performed special environmental monitoring tasks using a variety of instruments to determine potentially unsafe exposures. I coordinated long-term studies of unsafe work conditions with appropriate supervisors (lithium response- as a propellant). I instructed employees on a variety of safety and occupational health subjects including chemical, biological or physical safety, various laboratory safety needs, or ventilation requirements, respiratory protection, and explosives safety.  Accident Prevention Program Manager. I conducted safety and occupational health audits at the Naval Shipyard which included High Safety Risk Operations. My job required a general knowledge of safety and occupational health principles, practices, standards sufficient to apply a wide range of methods and techniques in the inspection of private and Government-owned plants, factories, foundries, and shipyards to determine compliance with applicable regulatory provisions. I recommended measures to eliminate or control hazardous practices and conditions which may cause mishaps; prepared supplemental written safety procedures for application to the local organizational components. I performed periodic onsite. I advised supervisors and safety representatives of appropriate safety and occupational health measures to control or eliminate hazardous operating processes or environmental conditions. I prepared and revised safety manual for the shipyard. I investigated mishaps (1000/month- 99 lost time/month avg), I obtained statements from witnesses, and photographs mishap scene; records circumstances of mishap and extent of injuries, estimates cost of property damage, and prepares a final report of findings with recommendations to correct the unsafe acts or conditions that caused the personnel injury or property damage. I provided technical safety training to supervisors and employees using a wide variety of materials, publications, exhibits, protective devices, and visual aids; promotes safety campaigns through oral presentations at local safety committee meetings, posting safety displays, and publishing mishap prevention articles. I am a DoD MORT and OSHA Step trained Accident Investigator and have served on Boards of Investigation.  I conducted audits, studies, analyzing findings, and preparing various reports. I audited job sites for environmental conditions that involved a variety of hazards, e.g., chemical, noise, heat, actinic rays, ionizing and non-ionizing radiation, and other environmental physical agents. My assigned work included industrial shops, production areas, laboratories, confined areas, and outdoor work sites, asbestos removal, and sand blasting operations. I conduct surveys to identify and evaluate health hazards and potential health hazards. The surveys involve determining compliance with established threshold limit values (TLV), evaluating exposures, and advising on control measures and changes in work procedures or schedules to comply with the established health requirements and to provide information for evaluation purposes. I utilized a MIRAN 980. I performed analysis using standard methods to determine nature and degree of toxic material present in a variety of materials, such as environmental samples, body fluids, and industrial products. I determined measurements to be made and methods to be used, calibrated and adapts various kinds of equipment, such as standard spectrophotometers, PH meters, and gas chromatographic apparatus. I consulted with and advised occupational health personnel on matters of epidemiology relative to health hazards in the work area. I performed all of the sampling and reading of sampling data for all asbestos removal operations. PAT Certified- I completed the McCrone Research Institute Microscopy Training Program.

 Safety Specialist for the military installation with facilities dispersed over a 1,000,000 square mile area. I assigned area of responsibility was the “Range Safety Area” “ECHO Range” responsible for explosive, missiles and facilities. I provided guidance, recommendations, and assistance to supervisors and employees concerning established explosive safety methods and techniques. I continuously audited the techniques and methods used in the transportation and storage of munitions such as general purpose and laser guided bombs, guided missiles, mines, chemical explosives, small arms ammunition, and pyrotechnics. I performed periodic and unscheduled audits of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard classification systems; I recommended measures and methods to correct safety and occupational health deficiencies. I investigated mishaps involving conventional and missile munitions utilizing hazard analysis and other analytical techniques to identify and control unsafe acts and hazardous conditions. I was a firing line officer and I participated in "working sessions" called to plan the testing of munitions and assured the integration of explosive safety criteria in testing procedures; reviews test implementation directives for inclusion of appropriate safety criteria. I was a Certified Gas Free Engineer, and a Certified Workplace Monitor-Industrial Hygiene- 160hrs sampling of all contaminants- silica- noise-asbestos-lead etc. I became a DoD MORT and OSHA Step trained Accident Investigator and served on four Boards of Investigation (three aviation and one ground) as the Safety Advisor
