The California Commission on Teacher Credentialing (CCTC) voted at its August meeting to phase-out emergency permits and waivers to begin aligning California’s teacher certification process to the State Board of Education’s recently adopted State Plan and the requirements of the federal “No Child Left Behind” (NCLB) Act. In addition, the Commission voted to adopt in concept a requirement that all new elementary teachers pass a Commission approved subject matter test. The only currently approved examination is the California Subject Examination for Teachers (CSET): Multiple Subjects. The State Board’s NCLB State Plan clarifies that elementary teachers who are “new to the profession” are required by the federal regulations to demonstrate their subject matter competence by passing an examination.

The CSUDH Multiple Subject Matter Equivalency Program will end officially June 30, 2004. Files will no longer be updated and students will be required to pass CSET to fulfill the Subject Matter requirement. LBS 401 was offered for the last time during Spring 2004.
LBS 300 ALERT: Students planning to enroll in LBS 300 for Summer or Fall 2004 semesters will need to provide copies of their application for Certificate of Clearance, Negative TB test (within 1-year) and a copy of their attempt (if not passed) or passing CBEST scores before they will be admitted to the class. Students should bring documentation to the PALS office. Students will then be provided with a restricted registration form. This is the only way students will be admitted to LBS 300 classes.
NOTE: Students will be required to take LBS 200, LBS 300 and LBS 400 in sequential order.(e.g. LBS 200 first, LBS 300 second, then LBS 400 last) beginning Fall 2004.
