Welcome From Our Associate Director
Dr. Imelda Quintanar
Thank you for visiting the Educational Opportunity Program (EOP) at CSU Dominguez Hills. My name is Dr. Imelda Quintanar, and I am the Associate Director. As a former EOP student, it is a privilege for me to serve in this role. I am committed to this program because I know it works. I have chosen as my lifetime career to work in education to ensure educational access, retention, and graduation for all deserving students.
The Educational Opportunity Program was created back in 1969 by the State Legislature. This program was created in response to the pleas of people asking for change. During that time, students walked out from the high schools to protest against the injustices that were happening in the schools. Students of color were saying that they too wanted to be prepared for an opportunity to enter college and continue with their education. The 60's were very tumultuous; people were upset about many injustices happening during that time, such as, the Vietnam War, and inequities in the K-16 school system.
In 1969, Senator John Harmer proposed Senate Bill 1072, also known as the Harmer Bill. The purpose of the bill was to create the Educational Opportunity Program in the state schools to not only ensure access in state colleges and universities, but to ensure that students also accessed necessary resources to persist towards graduation. Student walkouts from schools during that time were extremely powerful and did create change. Finally, after much unrest, the California State Legislature responded.
At this point in time, it is reported that the Cal State System has graduated approximately 400,000 EOP students. I am extremely proud and honored to be a part of the EOP in the CSU system. I hope that you too will decide to become a member of this very prestigious group of individuals who are now leading in their respective disciplines.
