Cal State Dominguez Hills President Appointed Chair of
Philadelphia School Reform Commission Accountability Council

Council brings national expertise to Philadelphia

Carson, Calif – California State University, Dominguez Hills (CSUDH) President James E. Lyons, Sr. has been appointed to chair the Accountability Review Council (ARC) for the city of Philadelphia’s School Reform Commission (SRC). Lyons will head a seven-member review body that is charged with monitoring the School District of Philadelphia’s reform efforts. The Council must also submit yearly report cards on their assessments.

“The city of Philadelphia is currently engaged in the most sweeping public school reform effort in the nation. I am honored to serve in such an important capacity as chair of this distinguished council,” said Lyons. “The education of our youth is an investment we all must make in order to ensure the quality of our country’s future.”

One of the ARC’s primary mandates is its District and School Report Cards. Each document, one of the entire school district of Philadelphia and one for each school, will be submitted to the public every year by Dec. 1 in accordance with the federal No Child Left Behind Act. The report cards will include graduation rates for secondary schools, data on student achievements at each proficiency level on state academic assessments, and schools identified for improvement and percentage of classes not taught by highly qualified teachers. The report cards will also offer data on professional teacher qualifications and the percentage of teachers with emergency or provisional credentials.

“Citizens need to know what’s working in pubic education and understand why,” said Debra Kahn, secretary of education for the City of Philadelphia. “We appreciate the School Reform Commission has acted to create the Accountability Review Council and look forward to the critical information it will provide.”

Other members of the ARC include: Edmund Becker, Ph.D., professor in the Department of Health Policy and Management, Emory School of Public Health; Peter F. Burnham, Ph.D., president of the Brookdale Community College; Constance Hollinger, Ph.D., professor in the Department of Psychology at Cleveland State University; Seymour Fliegel, president of the Center for Educational Innovation; Judith A. Winston, principal and co-founder of Winston Withers & Associates, LLC, a law firm specializing in business and education for non-profit organizations; and Marlene Weinstein, a published author and member of numerous boards focused on education.

Lyons served as president of Jackson State University and Bowie State University before coming to Cal State Dominguez Hills in July 1999. He has also taught in the Philadelphia public school system in the late 1960s.
