California State University at Dominguez Hills (CSUDH) is an equal opportunity and affirmative action employer. For purposes of this policy, "sexual discrimination" means an adverse act of sexual discrimination that is perpetuated against an individual on a basis prohibited by affected Federal laws including Title VII of the Federal Civil Rights Act and Title IX of the Education Amendments of 1972 and California Education Code 66250 and/or 11135.

Sexual harassment is unwelcome conduct of a sexual nature that includes, but is not limited to: sexual violence; sexual advances; requests for sexual favors; indecent exposure, and other verbal, nonverbal or physical unwelcome conduct of a sexual nature, where such conduct is sufficiently severe, persistent or pervasive that its effect, whether or not intended, could be considered by a reasonable person in the shoes of the individual, and is in fact considered by the individual, as limiting the individual's ability to participate in or benefit from the services, activities or opportunities offered by the university.

Sexual violence means physical sexual acts (such as unwelcome sexual touching, sexual assault, sexual battery and rape) perpetrated against an individual without consent or against an individual who is incapable of giving consent due to that individual's use of drugs or alcohol, or disability.

The University's primary concern is the safety of members of the campus community. The use of alcohol or drugs does not make the victim at faulty for sexual violence.

The Associate Vice President for Human Resources Management (AVP) serves as both the Campus Affirmative Action Officer and the Title IX Coordinator. The AVP is available to anyone seeking additional information or wishing to file a complaint related to Affirmative action and discrimination on the basis of the protected classes listed above. The CSU System has established a number of policies and procedures based on Federal and State laws dealing with harassment/discrimination and sexual violence depending on whether the complaining party is an employee or a student. This Policy will direct the interested party to the correct Executive Order. Please read the Executive Orders carefully, especially the definitions section and timelines.

Employees of the University who believe they have been subject to discrimination, harassment or retaliation, may file a complaint under CSU Executive Order 1096. Any CSUDH employee who has been the victim of a sexual assault or some other type of violence should contact University Police and may file a complaint under the Campus Violence in the Workplace Policy which can be reviewed at The AVP is available to meet with any employee who has questions about this policy and/or wishes to file a complaint.

Any CSUDH student who has been subject to discrimination, harassment or retaliation may file a complaint under CSUDH Executive Order 1097 which can be viewed at Please note that this Executive Order covers sexual harassment and sexual violence and contains a detailed complaint procedure with specific timelines. It is important that students read the definitions contained in the Executive Order carefully. The AVP is the University's Title IX Officer and is available to meet with any student who has questions about this policy and/or wishes to file a complaint. Any students who is the victim of a sexual assault on campus should immediately contact University Police. Student victims should not be deterred from reporting incidents of sexual violence out of concern that they might be disciplined for related violations of drug, alcohol, or other university policies. Student victims of sexual violence shall not be subject to discipline for related violations of the Student Conduct Code.
