Open Enrollment starts September 11, 2017 and ends on October 6, 2017.  During Open Enrollment, you can:

  • Change your CalPERS health and/or dental plan
  • Add eligible dependents
  • Remove dependents
  • Cancel your existing CalPERS health coverage
  • Enroll in a CalPERS health plan if you don't currently have CalPERS health coverage
  • Enroll and/or re-enroll in Health Care and Dependent Care Reimbursement Accounts
  • Enroll in FlexCash if currently enrolled in a non-CSU employer's group coverage

Open Enrollment Fair will be held in the Loker Student Union, Ballroom B on Wednesday September 27, 2017 from 9am to 11am.

All changes made during the Open Enrollment Period will be effective January 1, 2018.

In addition, a Systemwide Open Enrollment CSYou webpage at is now available for employees to learn more about CalPERs Health Plan Options in the CSU sponsored core and voluntary benefits plans. 


During Open Enrollment and throughout the year CSU retirees can access health, dental, and vision information online by going  to CSU Retirees with questions regarding health or  dental eligibility and access to my|CalPERS should contact CalPERS directly at (888)225-7377.

New for 2018, eligible CSU retirees have the option to enroll in the VSP Premier Vision Service Plan an enhancement to the Basic VSP Plan during the Open Enrollment period at an additional cost. For additional information, retirees should visit or contact VSP at (800)400-4569.

  • Beginning August 28, 2017 CalPERS subscribers will have access to log in to their my|CalPERS account to view their customized health information and verify health enrollment with 24/7 access to specific health benefit changes that may impact them in the coming year, review a list of enrolled dependents and decide on their health plan options for 2018

  • Western Health Advantage is a new plan partner for 2018 and will provide coverage in the counties of Colusa, El Dorado, Marin, Napa, Placer, Sacramento, Solano, Sonoma and Yolo. 

  • Kaiser Permanente is expanding its coverage into 13 counties in Washington State for 2018: Grays Harbor, Island, King, Kitsap, Lewis, Mason, Pierce, San Juan, Skagit, Snohomish, Spokane, Thurston and  Whatcom.  
  • Health Net SmartCare is moving into Placer County that include the cities of Lincoln, Loomis, Roseville, Rocklin and GraniteBay. 

  • PERS Select, PERS Choice and PERS Care PPO plans will expand the use of Ambulatory Surgery Centers for basic plans to include 12 new outpatient medical procedures, including sigmoidoscopies, tonsillectomies, and kidney stone treatments. A full list of procedures will be listed in each health plan’s Evidence of Coverage. Also added was a site of care program to guide members who need certain prescription drug infusions to lower-cost sites than hospitals (e.g., doctor’s office, ambulatory infusion center, or home infusion). Another addition is a mobile application called Quick Care to help members quickly identify nearby clinics and doctor’s walk-in offices, avoiding the need to use more expensive emergency room care for their urgent care needs.

  • Access + HMO Programs and Services - Away from Home Care: The Away From Home Care program will not be offered to CalPERS members for the 2018 plan year.  

  • Coverage for Students or Families Living Apart: The Away From Home Care program will not be offered to CalPERS members for the 2018 plan year.  

  • Health Care Reimbursement: Maximum yearly contribution has increased to $2600.00 with a monthly maximum contribution of $216.66.

  • VSP: The VSP Basic plan will still be provided at no cost to employees.  For 2018, employees will have the opportunity to enroll in the VSP Premier Plan with enhanced coverage at a low monthly cost for the employee.  This plan will allow employees to obtain glasses or contacts every year, $200 allowance for frames, $220 allowance for featured frame brands, $110 allowance for frames at Costco, coverage for tinted lenses, and a $200 allowance for contacts and contact lens exam.

    • To enroll: Employees must enroll during Open Enrollment by contacting  VSP at 800-400-4569 or
  • OptumRx and Walgreens now make it easier to get your ongoing medications and potentially save employees money.  With the OptumRx Select 90 program, employees can get 90-day supplies of their medication either at Walgreens pharmacy, through OptumRx home delivery or by accessing Walgreens Mobile App.  The Mobile App allows employees to refill and transfer prescriptions, sign up for text alerts to refill medication and/or prescription status updates and reminders.  It also makes it easy to submit the insurance card, find the nearest Walgreens pharmacy, get a doctor consultation with live video calls, set pill reminders and keep track of prescriptions, vaccinations and medication history.


Reminder, you are able to enroll in the CSU Voluntary Benefits Plans during this Open Enrollment Period.  All enrollments will be effective January 1, 2018.

  • MetLaw Legal Plan [PDF] monthly premium will remain at $21.70. The MetLaw Legal Plan offered by Hyatt Legal Plans, Inc., provides representation for many personal legal services for employees and their eligible dependents. Participants can receive services from a Network or Out-of-Network attorney. Services for covered legal matters performed by a Network attorney are fully paid for by the plan. Out-of-Network attorney fees  for covered services are reimbursed based on a set fee schedule.

    The MetLaw Legal plan covers telephone and office consultations for an unlimited number of matters, even if the matter is not fully covered, so long as it is not excluded.  To learn more about this plan or to enroll, go to, or call (800)438-6388.

    Employees who do not enroll in the plan during this Open Enrollment period, will not be able to enroll until next year’s open enrollment period.


CalPERS members will have access to their health benefits information online via a customized Health Plan Statement.  All health plan members can access their CalPERS account at to view download and/or print their 2017 Health Plan Summary.  This new feature will provide members with customized health information regarding health benefits changes that may impact them.

Customized Health Plan Statements and other Open Enrollment materials will be available online to all active and retired members via MyCalPERS starting September 11, 2017.  This feature will allow health plan subscribers the opportunity to receive customized employee/retiree specific health information in a confidential and secure methods, and provides a convenient, central location for health plan resources.  Health Plan subscribers will also have 24/7 access to all components of the CalPERS Open Enrollment material; information regarding specific health benefit changes that may impact them in the coming year; a listing of enrolled dependents; the current 2017 and 2018 health plan rates.
