Benefits Open Enrollment

**The Open Enrollment Period has ended as of October 5, 2018**

Open Enrollment starts September 10, 2018 and ends on October 5, 2018.  During Open Enrollment, you can:

  • Change your CalPERS health and/or dental plan
  • Add eligible dependents
  • Remove dependents
  • Cancel your existing CalPERS health coverage
  • Enroll in a CalPERS health plan if you don't currently have CalPERS health coverage
  • Enroll and/or re-enroll in Health Care and Dependent Care Reimbursement Accounts
  • Enroll in FlexCash if currently enrolled in a non-CSU employer's group coverage

Open Enrollment Fair will be held in the Loker Student Union, Ballroom B on Monday September 17, 2018 from 9 a.m. to 11 a.m.

All changes made during the Open Enrollment Period will be effective January 1, 2019. 

Retirees Open Enrollment Plans and Rates for 2019

Please carefully review the 2019 Health Plan Rates to determine the premium changes to your health plan effective January 1, 2019. There will be sufficient changes in the 2019 health premiums.

During Open Enrollment and throughout the year, CSU retirees can access health, dental, and vision information online by going to CSU Retirees with questions regarding health or dental eligibility and access to my|CalPERS should contact CalPERS directly at (888) 225-7377.

Eligible CSU retirees have the option to enroll in the VSP Premier Vision Service Plan (an enhancement to the Basic VSP Plan) during the Open Enrollment period at an additional cost. For additional information, retirees should visit or contact VSP at (800) 400-4569.


Your health plan benefits are provided in partnership with the California Public Employees’ Retirement System (CalPERS). 

Full details on health plans and changes are available at CalPERS Heath Plan Statements are available through your personalized my|CalPERS account at This online statement will allow you 24/7 access to view and/or print your customized health enrollment information. It will also provide you with direct access to all CalPERS Open Enrollment information as well as all changes that are pertinent to you.

Health Plan Change Highlights for 2019

  1. PERS Select Basic PPO Plan has adopted a value-based insurance design:

    • The new PERS Select plan will change co-pays for primary care, specialists, and urgent care; award credits to reduce the annual deductible; eliminate hospital tiering, so you can access any hospital in your network at one coinsurance rate; eliminate coinsurance for inpatient delivery, after enrollment in the Healthy Moms program.

    • PERS Select: Doctor visits will decrease to $10 if a primary care physician is selected. If a primary care physician is not selected, office visits will increase to $35.

    • Individual deductible will increase from $500 to $1,000 (Incentives are available to reduce individual deductible of $500 max). Family deductible will increase from $1,000 to $2,000. 
  1. PERSCare/PERSChoice/PERS Select:

    • Copayments for urgent care and specialist office visits will increase from $20 to $35. 
  1. County Contractions
  • Blue Shield Access+ will exit eight (8) Bay Area Counties: Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma.  If you are enrolled in Blue Shield Access+, you must choose a different health plan during Open Enrollment, or you and your enrolled family members will be administratively moved to a comparable plan in your area. 
  1. Health Net will no longer be offered in Sacramento in 2019. If you are enrolled in Health Net and reside in Sacramento, and do not make a change during Open Enrollment, you and your enrolled family members will be administratively moved to a comparable plan in your area.

 Health Plan Reminders

  • You will receive new health plan ID cards if you change your health plan or enroll for the first time. 
  • If you change plans during Open Enrollment and you don’t see the correct deduction applied by your February 1, 2019 pay warrant, contact (310) 243-3293 or (310) 243-3769 for assistance.

  • If you change health plans, do not continue to use your previous health plan after December 31, 2018.

Dental Plans: The CSU pays 100% of the monthly premium cost for dental coverage for you and your eligible dependents.

When it comes to choosing a dental plan, you want benefits to fit the needs of you and your family. Delta Dental PPO and DeltaCare USA both offer comprehensive dental coverage, quality care, and excellent customer service.  For information on the offered plans, please go to

Dental Plan Changes for 2019

  • Delta Dental PPO Plan Enhancements  

    • When you visit a PPO dentist, your diagnostic and preventative services (like cleanings and exams) will not count against your annual maximum. This benefit does not apply if you visit a Delta Dental Premier or non-Delta Dental dentist. 
  • SmileWay Wellness Benefit is an enhanced coverage for higher-risk employees. Employees with certain qualifying diagnosed medical conditions (diabetes, heart disease, HIV/AIDS, rheumatoid arthritis, or stroke) are offered expanded coverage, such as one periodontal scaling and root planning procedure per quadrant per calendar year, covered at 100%. 
  • In order to use this great enhancement, you will need to opt in by visiting and log in to your Online Services account. If you do not have an account you can register for one. Once you've accessed your account, click on the Optional Benefits tab in the left column, then click Opt In next to the name of the person you want to enroll. Complete and submit the online form. You may also Opt In by phone at (800) 626-3108 to speak to a Customer Service representative (Monday through Friday, 8:00 a.m. to 8:00 p.m., Pacific Standard Time).

  • The CSU provides basic vision insurance automatically for eligible employees and their families at no cost to the employee. During Open Enrollment, employees also have the option to upgrade to the new Premier plan for a small monthly cost.

Reminder: you are able to enroll in the CSU Voluntary Benefits Plans during the Open Enrollment Period. All enrollments will be effective January 1, 2019. 

  • AFLAC Group Critical Illness Insurance [PDF] Employees will have the opportunity to enroll in Group critical illness insurance with coverage up to $20,000 for employees only, and $10,000 of coverage for their spouse/registered domestic partner.
  • MetLaw Legal Plan [PDF] monthly premium will remain at $21.70. The MetLaw Legal Plan offered by Hyatt Legal Plans, Inc., provides representation for many personal legal services for employees and their eligible dependents. Participants can receive services from a Network or Out-of-Network attorney. Services for covered legal matters performed by a Network attorney are fully paid for by the plan. Out-of-Network attorney fees for covered services are reimbursed based on a set fee schedule.

    The MetLaw Legal plan covers telephone and office consultations for an unlimited number of matters, even if the matter is not fully covered, so long as it is not excluded. To learn more about this plan or to enroll, go to, or call (800) 438-6388.

    Employees who do not enroll in the plan during this Open Enrollment period will not be able to enroll until next year’s open enrollment period.


CalPERS members will have access to their health benefits information online via a customized Health Plan Statement. All health plan members can access their CalPERS account at to view, download, and/or print their 2019 Health Plan Summary. This feature will provide members with customized health information regarding health benefits changes that may impact them.

Customized Health Plan Statements and other Open Enrollment materials will be available online to all active and retired members via MyCalPERS starting September 10, 2018. This feature will allow health plan subscribers the opportunity to receive customized employee/retiree specific health information in a confidential and secure methods, and provides a convenient, central location for health plan resources. Health Plan subscribers will also have 24/7 access to all components of the CalPERS Open Enrollment material; information regarding specific health benefit changes that may impact them in the coming year; a listing of enrolled dependents; and the current 2018 and 2019 health plan rates.
