Benefits Open Enrollment

**Open Enrollment is now closed.**

Open Enrollment starts September 9, 2019 and ends on October 4, 2019. All changes made during Open Enrollment takes effect January 1, 2020.


During Open Enrollment, you can:

  • Change your CalPERS health and/or dental plan
  • Add eligible dependents
  • Remove dependents
  • Cancel your existing CalPERS health coverage
  • Enroll in a CalPERS health plan if you don't currently have CalPERS health coverage
  • Enroll and/or re-enroll in Health Care and Dependent Care Reimbursement Accounts
  • Enroll in FlexCash if currently enrolled in a non-CSU employer's group coverage

All forms must be completed and submitted to the Payroll Services and Benefits office in Welch Hall 350 no later than 5:00 pm on October 4, 2019.

Open Enrollment Fair will be held in the Loker Student Union, Ballroom B on Monday September 30, 2019 from 9 a.m. to 11 a.m. This year there will be giveaways, prizes, free blood pressure screenings, and free massages.

Retirees Open Enrollment Plans and Rates for 2020

Please carefully review the 2020 Health Plan Rates to determine the premium changes to your health plan effective January 1, 2020. There will be sufficient changes in the 2020 health premiums.

Your health plan benefits are provided in partnership with the California Public Employees’ Retirement System (CalPERS). 

Full details on health plans and changes are available at CalPERS Heath Plan Statements are available through your personalized my|CalPERS account at This online statement will allow you 24/7 access to view and/or print your customized health enrollment information. It will also provide you with direct access to all CalPERS Open Enrollment information as well as all changes that are pertinent to you.

Also, CalPERS members will be able to access Open Enrollment information on their newly created application for mobile devices at

Anthem Medicare Preferred

Anthem Medicare Preferred will be available in Monterey County effective January 1, 2020. Contracting agency members enrolling in this plan will have the option to include dental and vision benefits for an additional fee.

Blue Shield Trio

Blue Shield is introducing a new HMO health plan called Blue Shield Trio. This plan will be available in the following counties:

  • El Dorado
  • Los Angeles
  • Nevada
  • Placer
  • Sacramento
  • Yolo


  • You will receive new health plan ID cards if you change your health plan or enroll for the first time. 
  • If you change plans during Open Enrollment and you don’t see the correct deduction applied by your February 1, 2019 pay warrant, contact (310) 243-3293 or (310) 243-3769 for assistance.
  • If you change health plans, do not continue to use your previous health plan after December 31, 2019.


The CSU pays 100% of the monthly premium cost for dental coverage for you and your eligible dependents.

When it comes to choosing a dental plan, you want benefits to fit the needs of you and your family. Delta Dental PPO and DeltaCare USA both offer comprehensive dental coverage, quality care, and excellent customer service.  For information on the offered plans, please go to


  • Delta Dental PPO Plan Enhancements  

    • When you visit a PPO dentist, your diagnostic and preventative services (like cleanings and exams) will not count against your annual maximum. This benefit does not apply if you visit a Delta Dental Premier or non-Delta Dental dentist. 

    • SmileWay Wellness Benefit is an enhanced coverage for higher-risk employees. Employees with certain qualifying diagnosed medical conditions (diabetes, heart disease, HIV/AIDS, rheumatoid arthritis, or stroke) are offered expanded coverage, such as one periodontal scaling and root planning procedure per quadrant per calendar year, covered at 100%. 
      • In order to use this great enhancement, you will need to opt in by visiting and log in to your Online Services account. If you do not have an account you can register for one. Once you've accessed your account, click on the Optional Benefits tab in the left column, then click Opt In next to the name of the person you want to enroll. Complete and submit the online form. You may also Opt In by phone at (800) 626-3108 to speak to a Customer Service representative (Monday through Friday, 8:00 a.m. to 8:00 p.m., Pacific Standard Time).

New Value-Added features from Delta Dental is access to hearing aid discounts offered through Amplifon-Hearing Health Care which offers discounts on top of hearing aid brands offering a 62% average savings off retail hearing aid pricing with a choice of leading hearing aid brands and thousands of hearing care providers.

QualSight which offers LASIK services that has preferred pricing on LASIK eye surgery with a 40-50% discount off the national average price of Traditional LASIK at over 1000 LASIK locations with credentialed surgeons that have collectively performed 6.5 million procedures.     • The CSU provides Basic vision insurance automatically for eligible employees and their families at no cost to the employee. During Open Enrollment, employees also have the option to upgrade to the new Premier plan for a small monthly cost.

Reminder: you are able to enroll in the CSU Voluntary Benefits Plans during the Open Enrollment Period. All enrollments will be effective January 1, 2020. 

  • MetLaw Legal Plan  monthly premium will remain at $21.70. The MetLaw Legal Plan offered by Hyatt Legal Plans, Inc., provides representation for many personal legal services for employees and their eligible dependents. Participants can receive services from a Network or Out-of-Network attorney. Services for covered legal matters performed by a Network attorney are fully paid for by the plan. Out-of-Network attorney fees for covered services are reimbursed based on a set fee schedule.

    The MetLaw Legal plan covers telephone and office consultations for an unlimited number of matters, even if the matter is not fully covered, so long as it is not excluded. To learn more about this plan or to enroll, go to, or call (800) 438-6388.

    Employees who do not enroll in the plan during this Open Enrollment period will not be able to enroll until next year’s open enrollment period.

  • CSU has contracted with The Standard to offer Crititcal Illness and Accident Insurance. A special enrollment period will be held in early 2020. Current AFLAC participants may stay with AFLAC via direct pay or transfer to the new coverage with The Standard in 2020. More information will be provided later.


Reminder: you are able to enroll in the CSU Voluntary Benefits Plans during the Open Enrollment Period. All enrollments will be effective January 1, 2020. 


Dependents of and eligible employee include: 

  • Spouse (unless legally separated or divorced);
  • Domestic partner (registered through the Secretary of State process); and
  • Dependent children from birth to the end of the month in which the child turns 26.

A dependent child includes a step, natural, adopted, domestic partner's child, a child certified disabled before age of 26 or a child living with the employee in a parent-child relationship and is economically dependent upon the employee.


During Open Enrollment and throughout the year, CSU retirees can access health, dental, and vision information online by going to CSU Retirees with questions regarding health or dental eligibility and access to my|CalPERS should contact CalPERS directly at (888) 225-7377.

Eligible CSU retirees have the option to enroll in the VSP Premier Vision Service Plan (an enhancement to the Basic VSP Plan) during the Open Enrollment period at an additional cost. For additional information, retirees should visit or contact VSP at (800) 400-4569. 


Retirees now have the option to choose between the Basic Plan (at no cost) and the Enhanced Plan, which is the same plan many had prior to retirement. Retirees should contact Delta Dental customer service at (800) 626-3108 for Delta Dental PPO and (844) 519-8751 for DeltaCare USA.

To enroll in the Enhanced Plan, the retiree would need to complete the CSU Retiree Dental Enrollment Change-Request Form and fax or mail to CalPERS no later than October 4, 2019.

CalPERS members will have access to their health benefits information online  via a customized Health Plan Statement. All health plan members can access their CalPERS account at my.calpers  to view download and/or print their 2020 Health Plan Summary. This feature will provide members with customized health information regarding health benefits changes that may impact them.

Customized Health Plan Statements and other Open Enrollment materials will be available online to all active and retired members via MyCalPERS starting September 9, 2019. This feature will allow health plan subscribers the opportunity to receive customized employee/retiree specific health information in a confidential and secure methods, and provides a convenient, central location for health plan resources. Health Plan subscribers will also have 24/7 access to all components of the CalPERS Open Enrollment material; information regarding specific health benefit changes that may impact them in the coming year; a listing of enrolled dependents; the current 2019 and 2020 health plan rates.
