Course Description

Title IX is a federal law passed in 1972 that prohibits sex-based discrimination in education programs or activities receiving federal funding, ensuring equal opportunities for all students, including in athletics and academics. This two-session, online course provides practical approaches to effectively determine if a violation of Title IX or DHR has occurred, the requirements of Responsible Employees as mandated reporters, required actions of Responsible Employees, and the appropriate actions to take in given situations.

Participants will learn how to conduct an investigation that is proper, effective and timely, and that includes effective questioning, note-taking and reporting. Interim actions during an investigation will also be examined, as well as collecting and developing evidence and examine the final decision process and process goals for effectively addressing claims under Title IX and DHR.  This course utilizes interactive discussions, case studies and student exercises to build student knowledge, skills and abilities.

The course also examines the history and evolution of workplace and educational institution anti-discrimination laws, regulations, policies and practices that are detailed in both Title IX and state and federal laws regarding Discrimination, Harassment and Retaliation (DHR).

Learning Objectives/Goals

The overall objectives/goals for this class are to examine, analyze, learn and practice effective principles, approaches, tactics, and processes/procedures to:

  1. Understand the history, evolution, complexity and impacts of Title IX and DHR claims, investigations and determinative actions
  2. Advance student organizational and operational knowledge and skills to operate as a mandated reporter in regard to Title IX claims, reports, and observations
  3. Understand federal, state and institutional legal requirements, limitations, liabilities and opportunities impacting Title IX investigations
  4. Understand and utilize best practices as an investigator of Title IX and DHR claims, and to provide unbiased input into the investigative and claim resolution process

Learning Outcomes

By the end of this course, the successful student will be able to:

  • Identify the impact of Title IX and DHR claims on the institution and their functional responsibilities to effectively address those claims and situations
  • Identify and apply various approaches that are applicable to the Title IX investigatory process
  • Identify the legal aspects, liabilities and responsibilities required of personnel in the workplace, specifically in the areas of Title IX and DHR discrimination and harassment
  • Identify key components used to conduct an unbiased investigation to provide information, facts and evidence to support a final determination regarding a Title IX and/or DHR claim

Students will show the degree to which they have met these outcomes through their performance of the following:

  1. Active participation in class discussions and demonstration of concepts, principles, skills and understanding through interactive Q&A
  2. Demonstration of skills and techniques acquisition through same session participation in classroom practical assignments, demonstrations and role plays applying the principles taught and discussed
  3. Instructor evaluation and feedback of observed demonstrations of student knowledge and understanding of course materials and demonstration of skills

Course Prerequisites & Delivery

There are no required course prerequisites. However, the class participant should meet any one of the following criteria:

  • Have basic working knowledge of the principles and requirements of Title IX
  • Be an investigator for Title IX Claims
  • Be planning to be an investigator of Title IX and DHR incidents and reports

The course consists of two, 4-hour meetings delivered live online via Zoom and Canvas (see below).

A digital badge/certificate will be awarded upon successful completion of the course (see below).

Live Online Course Delivery

All classes for this program are LIVE ONLINE. This instructor-led program utilizes our campus' Canvas Learning Management System (LMS) available directly at https://canvas.csudh.edu, as well as through our student portal, MyCSUDH. Live virtual class sessions are conducted at the day/time indicated in the program schedule.
Attendance and participation via Zoom at all class sessions is required.

For students using corporate/government/restricted access devices: Please check with your organization's IT services to ensure that you'll be able to access CSUDH's Canvas, Zoom, and Toromail resources prior to your first class session.

Be sure to get your password and instructions to access MyCSUDH and other CSUDH online resources when you register, and download/print materials for the first week prior to course start.

The deadline to enroll for courses for most certificate programs is FOUR (4) BUSINESS DAYS or earlier before the class begins; course schedules are updated daily. If a course in which you are interested is no longer displaying in the course schedule, please be aware that its registration deadline may have already passed, or the course may have already reached capacity. Review the schedule for alternate dates, or sign up for Program Updates to be notified of upcoming classes.
