The Department of Facilities Planning, Design, & Construction (FPDC), a service group within the Administration & Finance Division, is responsible for campus facility planning, design, and construction. The department serves the diverse campus community by integrating industry best practices, energy efficiency, and sustainability into its operations. FPDC focuses on both long- and short-term campus planning to address the university's space needs and ensure the effective utilization of campus resources.

FPDC oversees the implementation of strategic solutions for space needs through the development of space programs, including new buildings and renovations. The Campus Physical Master Plan, developed in accordance with the State University Administrative Manual (SUAM) and approved by the CSU Board of Trustees, outlines the existing and anticipated facilities required to meet enrollment targets. This document, along with the SFDB, forms the foundation for subsequent capital improvement projects, whether state-funded or non-state-funded.
Proposed changes to campus spaces that alter their use, size, or capacity must be coordinated with FPDC and receive authorization prior to initiating any projects.
