The Department of Facilities Planning, Design, & Construction (FPDC), a service group within the Administration & Finance Division, is responsible for campus facility planning, design, and construction. The department serves the diverse campus community by integrating industry best practices, energy efficiency, and sustainability into its operations. FPDC focuses on both long- and short-term campus planning to address the university's space needs and ensure the effective utilization of campus resources.

Responsibilities & Services

FPDC oversees the implementation of strategic solutions for space needs through the development of space programs, including new buildings and renovations. The department collaborates with university administration and faculty to ensure that campus projects align with institutional goals and objectives. Key responsibilities include:

  • Building Permits and Code Compliance: Issuing permits and enforcing building, life-safety, and accessibility codes for all campus projects.
  • Space and Facilities Database (SFDB): Maintaining the official California State University record of facility and space information. This annually updated database provides critical data on room usage, occupancy standards, and square footage, which supports equitable space distribution and substantiates the need for physical improvements.
  • Capital Improvement Programs: Generating and managing projects aimed at addressing campus growth and infrastructure needs.
  • Project Coordination & Management: Overseeing design, bid, and construction phases, including post-construction administration.
  • Project Cost Estimation & Scheduling: Providing scoping, cost estimation, and scheduling services for proposed projects.
  • Space Planning & Allocation Studies: Conducting studies to optimize space usage, including the allocation and reassignment of spaces.

Campus Master Plan

The Campus Physical Master Plan, developed in accordance with the State University Administrative Manual (SUAM) and approved by the CSU Board of Trustees, outlines the existing and anticipated facilities required to meet enrollment targets. This document, along with the SFDB, forms the foundation for subsequent capital improvement projects, whether state-funded or non-state-funded.

Proposed changes to campus spaces that alter their use, size, or capacity must be coordinated with FPDC and receive authorization prior to initiating any projects.
