Biography

Dr. Theodore Byrne is a full professor in the Department of Public Administration, College of Business & Public Policy at California State University, Dominguez Hills (CSUDH). He was hired as a full-time assistant professor at CSUDH in 2005. In 2014, Dr. Byrne was promoted to Associate Professor and in 2019 to Full Professor. He has served on a variety of university level committees, previously chairing both the University Budget Committee (UBC) and the University Leaves and Honors Committee.

After completing a two-year Honors Program in the Humanities, Dr. Byrne earned his Bachelor of Arts degree in Business Administration, cum laude, and a second Bachelor of Arts degree in Foreign Languages, cum laude, from Seattle University in Seattle, Washington. He next completed his Masters of Business Administration (MBA) and Juris Doctor (J.D.) degrees from Pepperdine University in Malibu, California.  Subsequently, Dr. Byrne completed a Master of Laws (LL.M.) in Taxation from Loyola Law School in Los Angeles, California. He most recently completed his Ph.D. in Public Policy and Administration at Walden University.   

Dr. Byrne is a licensed attorney in the States of California, Washington and Nevada. He has worked as an attorney in both the public and private sectors. Dr. Byrne served as a Los Angeles County Superior Court Judge Pro Tem for over a decade. Dr. Byrne is a licensed Certified Public Accountant (CPA), California Real Estate Broker, as well as a member of the American Society for Public Administration (ASPA), the American Institute of Certified Public Accountants (AICPA) and the American Bar Association (ABA). He also serves as Vice-Chairman on the Board of Directors for Skyone Federal Credit Union.    

Dr. Byrne is a Lieutenant Colonel in the United States Army Reserve, Judge Advocate General’s Corps (JAG), and most recently performed military duties as the Executive Director of the Armed Forces Tax Council as part of the Office of the Under-Secretary of Defense (Personnel & Readiness) in the Pentagon. He previously deployed to the Middle East in support of IRAQI and ENDURING Freedom. In his spare time, he enjoys flying, bicycling and SCUBA diving.
