Carmen received her B.A. degree from California State University, Dominguez Hills with a major in English Literature and a minor in Africana Studies. She received a master’s degree in social work from the University of Southern California with a concentration in Community, Organization, Planning and Administration (COPA).

Carmen has over 20 years of Child Welfare experience; she has worked as a front-end child welfare social worker, and she has supervised child welfare line staff. She currently works full-time as a Child Welfare Policy Analyst.

She joined Child Welfare Development Services (CWDS), a program of the Academy for Professional Excellence at San Diego State University School of Social Work, as a contract trainer in 2019, facilitating trainings for newly hired county child welfare workers in the southern region of California.  In addition, she is a lecturer at California State University, Dominguez Hills (CSUDH) where she has taught courses in the Human Services Department and the Master of Social Work program. Carmen has a passion for facilitating conversations on race and she enjoys teaching at CSUDH’s MSW program where the curriculum is rooted in Critical Race Theory (CRT).

Carmen enjoys reading and spending time with her husband and adult daughters. She was promoted to Bibi (Swahili for grandmother) in September 2020, and she shares that this has been her most rewarding promotion ever!
