Public Health Nurse Certificate Program

*As of Summer 2020 we will be retiring the PHN Certificate program for RNs with non-nursing bachelor's degrees.  Instead, RNs without a BSN will have the opportunity to complete our RN-BSN program to qualify for the PHN Certificate*

Current regulations for public health nurse certification require that the nurse be a graduate of a BSN degree program accredited by the National League for Nursing Accrediting Commission (NLNAC) or the Commission on Collegiate Nursing Education (CCNE).

CSUDH BSN Graduates

All BSN graduates of the School of Nursing may be eligible to apply for the Certificate.

  • After your degree has been posted, you must request your official transcripts from CSU Dominguez Hills via the transcripts request website: You may do either of the following:
    1. Have CSUDH send the transcripts to you. (Do not open the transcripts or they will become unofficial).
    2. Have CSUDH send the transcripts directly to the BRN. You must provide the mailing address when requesting the transcripts online.
  • While you are waiting for transcripts, please download the PHN Certificate application from BRN’s website or contact the BRN at (916) 322-1988 and request the PHN Certificate application.
  • Send your PHN Certificate application to the School of Nursing Department at the address below:

  • Once your degree has been verified, the School of Nursing will mail you your signed PHN application.
  • Once you have received the signed form, you may mail the PHN application, official (sealed) transcripts (if you requested them mailed to you), and the application fee (as requested by the BRN) directly to the Board of Nursing.

Nurses with a BSN degree from another university

Nurses with a BSN degree from another university may be deficient in the clinical hours necessary to receive a PHN Certificate.  These students will need to take BSN 423 Community-based Role Performance which includes 90 hours of clinical.  This course will be taken through Open University via the Extended Education Department. For PHN Open U Students, BSN 423 will be available in Fall and Spring semesters with limited Summer terms*.

Please follow the process below

  1. Apply to the CA BRN for the PHN Certificate If you are deficient in clinical hours, the BRN will send you a letter of deficiency.
  2. Submit the following documents as separate PDF attachments. Please email the entire packet to:

  3. Set-up a Castlebranch account and begin to upload your documents to the site as soon as possible.  See the BSN Clinical Handbook for detailed information regarding this set-up.

Students will be emailed back toward the beginning of the term whether or not we have been able to place them and if so, will receive information about enrolling in the course via Open University. Current Open University costs: $311/unit for Undergrad; $369/unit for Graduate (Post Bacc’s are charged at graduate rate).

No late applications will be accepted. If you miss the application window, please prepare to submit an application for the next available term.

*Open University students may receive assistance from the Clinical Coordinator in Fall & Spring terms to secure a site and preceptor for BSN 423, however, Summer term students need to supply their own site and preceptor.











Foreign Nursing School Graduates

If you are currently licensed as a registered nurse in the U.S. and have earned a BSN from a school outside the United States, you must contact the BRN directly at (916) 322-1988. Go to the BRN’s website  for details.

If you receive a letter of deficiency of the BRN and wish to complete required courses with us, contact Student Services at (800) 344-5484 choice option 1 to request a letter of process and instructions to enroll in the required courses using Open University registration form. After completing the required coursework, request transcripts to be sent by Admission and Records to the BRN.
